Establishment of a Unified Administrative System for Anti-Doping

    China has established and gradually perfected a unified anti-doping administrative system, providing the work of anti-doping with a forceful organizational support .The Chinese government department in charge of physical culture and sports leads, coordinates and supervises the work; the Chinese Olympic Committee organizes moves and implements the plans; the national sports associations take part in the moves and each takes charge of its field. They constitute the basic frame of China's present anti-doping administrative system.

    In May 1998, the State Council restructured its departments. The State Commission for Physical Culture and Sports was re-organized into a new department named "State Sport General Administration. "According to decisions made by the State Council, one of the new department's duties is"organizing and carrying out the anti-doping work". The State Sport General Administration is responsible for drafting major principles, policies and measures for the anti-doping work throughout the nation, examining and approving the long-term programme and annual plans for nation-wide anti-doping work and providing necessary funds for the plans; leading, coordinating and supervising the anti-doping work carried out by all the provinces, autonomous regions, municipalities, the People's Liberation Army and various national sports associations.

    The Chinese Olympic Committee is the public sport organization in charge of the nation's Olympic affairs. To effectively carry out the anti-doping work across the country, the COC officially set up its Anti-Doping Commission on July 8, 1992. The Commission has an Administrative Office and an Inspection Section. Entrusted by the State Sport General Administration, the COC is responsible for organizing and carrying out specific projects of the anti-doping work all over the country.

    National sports associations are nation-level administrative organizations in charge of various sports activities in the country. According to regulations of the State Sport General Administration, the COC and relevant international sports organizations, each national sports association is responsible for organizing and conducting anti-doping work in their respective field. They also cooperate with the COC Anti-Doping Commission to conduct doping tests in their events and impose sanctions on the persons and organizations who are found to have violated the rules and regulations.

    Since 1995, sports authorities of all provincial, municipal and autonomous regional governments have set up their own anti-doping administrative organs.
