01.05.2009 - Description: The revised UCI Anti-Doping Rules which came into effect on 1 January 2009, require the UCI to provisionally suspend any rider for whom we receive an Adverse Analytical Finding for a non-specified substance as identified in the 2009 Prohibited List maintained by the World Anti-Doping Agency.
In order to facilitate the application of a provisional suspension, the UCI may release a short statement providing details of a rider who is provisionally suspended under UCI Anti-Doping Rules.
On 9 April 2009, the UCI advised Spanish rider Jose Antonio Redondo Ramos that he is provisionally suspended. The decision to provisionally suspend Mr Redondo Ramos was made in response to a report from the WADA accredited laboratory in Barcelona indicating an Adverse Analytical Finding of methyltestosterone metabolites in a urine sample collected from him at an out of competition test on 13 March 2009.
The provisional suspension remains in force until a hearing panel convened by the Spanish Cycling Federation determines whether Mr Redondo Ramos has committed an anti-doping rule violation under Article 21 of the UCI Anti-Doping Rules.
The rider has requested a provisional hearing into his provisional suspension. Such a hearing will be convened if he submits the required information. Mr Redondo Ramos has the right to request and attend the analysis of his B sample.
He shall be accorded the right to the presumption of innocence until a final decision has been made on this matter. Under the World Anti-Doping Code and the UCI Anti-Doping Rules, the UCI is unable to provide any additional information at this time.
