As the Asiad gained recognition as the Olympics of Asia, desire to develop winter version of the Asian Games had begun to materialize. With promotion of winter sports in Asia and improvement of competitive skills as primary objectives, inauguration of the Winter Asian Games was approved during the OCA General Assembly held in Seoul, Korea in September 1984.

At the same time, Sapporo, Japan was given the privilege of hosting the 1st Winter Asian Games on March 1-8, 1986 for it had expertise and infrastructures gained through 1972 Sapporo Winter Olympic Games. Seven countries/NOCs including Indian and Mongolia participated.
