Due to financial difficulties, India had to give up the privilege of hosting the 2nd Winter Asian Games. The inaugural host city, Sapporo, the winter sports capital of Asia, came in to rescue by hosting the Games on March 9-15, 1990. In addition to the last Winter Games, Chinese Taipei, Philippines and Iran made entries to bring the total number of participating countries/NOCs to 10.

In medal tally, order was the same before, Japan, China and South Korea. China showcased its supremacy in ice hockey by winning gold consecutively. For enhancing Asian solidarity, international goodwill was encouraged at the Friendship Square located at the Athletes' Village.
